Yes the Ultra has an encrypted database which it pulls the applications from. If you just simply FTP it over, they will not be loaded since they are not in the database. The manager adds them to the device. This one was a bit tricky to get working.
I will post a public version in here. This will not contain the GRP files. You will have to get those and add them to the tar file before installing.
