Under WinXP i've found the leappad manager is completely unable to touch "/flags/dev" i've tried it on several occasions and when i then reboot the leappad it's still not toggled, so i rely upon the toggle app to get me to and fro, i did try merging it with sneak peeks to make a hideable dev mode switch but it wasn't as straight forward as file substitution as it quickly produced a ton of doom files(love it) and decided to factory reset.

If you need any recommendations for games, I've played most of them through or as far as possible
and if you are going to be creating your own custom flash games you might want to try my Game File Generator Game Genie it makes finding good SWF files the hardest part of it.
You may also benefit from the MP3 Player from sisko59 (or later amendment made by yours truly.)
