Do you move your created app ( that .tar video file ) into install folder before connecting leappad and clicking on install? The ultra had an encrypted database. The Platinum may be the same so you might be out of luck on that one. You could easily do that manually with ffmpeg via a command line and keep testing until it works. You can manually edit the tar and replace the video with the one you convert manually for testing.
